Set aside the fact that George H. W. Bush is George W. Bush's father for a moment.

Saddam tried to assassinate a former president of the United States as revenge for actions the president had taken while in office, while carrying out the duties of that office.

Left unanswered, that makes every single president hostage to future revenge attacks, something they will have to live with while president. Just how bold will they be if they know that if they piss off the wrong head of state, five years down the line they and their whole family could pay the price?

That attempted assassination was an act of war, and needed to be addressed as such.
