We've already had FBI agents complain about being bombarded with false leads, and now experts in the very kind of network analysis the NSA program is supposed to be doing are saying the same thing:"

Metaphors are tricky things, never precise, but I think I can take this one on:

If you're looking for three needles inside 10 haystacks, cutting down the number of haystacks may make the search shorter, but far less likely to succeed. Searching all the haystacks is also very time-consuming. But dumping all the haystacks into one big pile and then waving all around it with a big honking magnet is probably the best way. It's also not going to really bother any of the innocent hay stalks too much, either.
