Anyone but Bush....
Okay, I promised myself that I would not play politics today, but this is too difficult to pass up. For the last couple of days, Jay Tea of Wizbang has been OUTRAGED, OUTRAGED I tell ya! That I would the audacity to blame Bush for any of the problems in New Orleans and the surrounding area! So what do I find on Wizbang today??? "Note that the commander-in-chief of the Louisiana National Guard is Governor Kathleen Blanco (D). How she's deflected all blame for the delays in deployment is beyond me (certainly having the "D" behind her name doesn't hurt), especially when (as of Wednesday) only half of the available Louisiana National Guard was deployed for Hurricane Katrina relief efforts..." Still no mention of the disastrous FEMA response, who I believe report to the President... Nor did I note any mention that the bulk of the LA Guard is in Iraq... Oh well. Jay will of course claim that the post was not his so he has no responsibility for it. I just wonder if he gave Kevin the same lecture he gave me.... Posted by David A at September 3, 2005 04:39 PM

Also, by state and federal law, the Governor of a state is the Commander In Chief of the Guard, and they are only nationalized under very specific circumstances: there is a crisis outside the state, or the Governor is either so corrupt or incompetent that the president believes he has no choice. That's how it was done in the 50's and 60's during the Civil Rights movement -- Southern governors were tolerating lawlessness and organized oppression of blacks, so the President (I think Eisenhower was the first) nationalized a southern state's National Guard to enforce anti-segregation policies. The responsibility for disasters is quite clear: local officials first. If they are unable to manage, then state officials. If they are unable, THEN federal officials. Further, it is not FEMA's role to take over things. In fact, they are not prepared to do so, under any circumstances. Their function is to assist and supplement state and local efforts, to coordinate, to advise, but NOT to take control. It's the 10th Amendment in action. The states are largely sovereign in these matters; for the federal government to take control would be to destroy one of the fundamental principles of our nation. I will sum up: it is the role of the federal government to ASSIST state and local officials, not SUPPLANT them. And when those officials prove incompetent, corrupt, or otherwise incapable of upholding their sworn duties, it is not the place of the federal government to set them aside -- that is the duty of the other parts of that state's government. The legislature, in this case, can place NO in receivership and get rid of the mayor. They can impeach the governor. Or they can simply threaten to do so if they don't get off their asses and do their jobs. But what can not, must not, happen is for the President to gain the power to strip the authority of duly-elected state and local officials, or to remove them from office entirely. I am also stating that Bush himself has admitted that Federal Assistance was slow in coming, AND that people have died. Yesterday you did not want to assess blame as long as it was Bush who was being blamed, NOW its perfectly okay? You wanna explain that logic my friend? By that precedent, might I point out your misspelling of "hypocrite" and dismiss everything else you wrote? BTW, considering it's one of your favorite words, it would behoove you to spell it right -- or at least consistently. J. I would say calling the Mayor of New Orleans, A African American Male, a woman as part of a rant, pretty much disqualifies anyone from me taking them seriously. The guy mixed up their titles. Big whoop, but you used that to dismiss his entire comments. I have always been told that once a debate/discussion/argument reaches the point where one side resorts to spelling flames the other side wins by default. It shows that the flamer has no other valid argument and therefore can't think of anything intelligent to say. I think you both have been acting petty and childish which is why I have seen no reason to participate in the "blame" contest you two have had going. I said over in this post that EVERYONE is to blame. This administration, the feds, the state reps, the city officials, and the residents. They are all to blame. No one was prepared for what hit our coastline and everyone should have been. But, would have/could have/should have ... none of that is important now. What is important now is that the devastation be dealt with. What is important is the people that are hungry, homeless, in pain, grieving, needy, etc. Once we get our world righted again and help these people, then we start dealing with everyone that wasn't prepared (including ourselves). We make sure that the next time something like this happens we are prepared. We don't just assume that we will be.
